Follow-up Comment #1:
The copy in gettext-runtime/intl/ needs to be different from the other ones,
because it has to have an LGPL copyright header.
The two (or more) others are direct copies from gnulib, and regularly updated
by gnulib-tool (or by the distcheck-hook in Makefile.am); therefore while it
may be a tiny simplification of the build system to unify them, it does not
warrant the work.
