Details:

According to this PEP (PEP 3120) python 3 files (usually indicated by a
shebang such as #!/usr/bin/env python3 or alike) contain UTF-8 strings. This
is not implemented in gettext (still "insists" that PEP 263 is the regulator)
although almost all new code in python3 is written using utf-8 in mind.

PEP 3120 does not prohibit the usage of alternative source encodings.
