Looks like it. Deepika Sikri once posted the missing file here. It's depcomp 
from the automake (or is it autoconf) package. 

However, I have a better idea:
You seem to be  a tough guy, so could you help me by trying the CVS version 
in 24 hours? How to use CVS is well-described on savannah.gnu.org. Please 
also read the following mail.

Before you try, I will check in some changes. I will post to you when they're 
checked in.

The alternative would be that I make quickly a 0.1.7 and post it to GNU 
(which was going to happen in a week, anyway).
