including more Indic locales in glibc

Hi,
I would like to have few more Indic locales for languages -
Gujarati, Punjabi, Kannada, Nepali, Oriya , included in glibc so that
these languages can be supported by applications. Would like to know
to where & whom to submit the locale definitions. Right now working
versions of Gujarati & Punjabi are ready ( See in
http://www.indlinux.org/downloads/locale/Locales/ gu_IN , pa_IN ).
Nepali is also ready. Bug report system
http://www-gnats.gnu.org:8080/cgi-bin/wwwgnats.pl also seems to be
down!.
It would be good to have these locale definitions in glibc, so that
these languages can have full support in free software.
