I agree with the idea that we should use 'gtags.conf' on a per project basis.
(It will be implemented in the future)
This RFC is not contradictory to it.

Selection of where to set environment variables is left to users.
If you set environment variables in '$HOME/.globalrc' then they are
effective to all projects. If you set them in 'gtags.conf' in a project, 
they are effective only in the project.
