How to get rid of second email sent by GNATS

Hi,
I'm using Gnatsweb 2.6 as a frontend to GNATS 3.112.  Currently whenever an
edit is made to the state or responsible person, two emails are sent:

Email #1:

Synopsis: test

Responsible-Changed-From-To: ann->john
Responsible-Changed-By: ann
Responsible-Changed-When: Thu Sep 28 16:52:01 2000
Responsible-Changed-Why:
    over to development


Email #2:
*********************

I would like to get rid of the second email as it seems to be redundant and
makes the audit-trail very long.  Please advise.
