By Edit of Problem Report in Tkgnats "responsible" field disapprear!

Hello,

I have installed Gnats 3.113 on the Unix Sun machine and Tkgnats on
the clients windows machine.
Wenn any user try to edit one Problem Report from Gnats Database (for
example change the state from open ---> close)and he/she save it, the
content of the field "Responsible" will be disappeared.
The problem also is that the responsibles not receive automaticaly an Email
by edit wenn PR will be changed. I have checked the configuration's files
especialy "categories" and "responsible"
but it's not error recovered.
