For GNATS, you would have to edit the source code and rebuild, but I would 
expect a good deal of breakage in different parts of GNATS as a result -- 
GNATS 3 really isn't meant for customizing in this way. TkGnats should be 
easier, and if you use only TkGnats as interface to GNATS, you might get 
away with implementing some kind of "translation" of GNATS' built-in values 
to the values you want.

If I were you, I'd have alook at GNATS 4 instead, a development version of 
which is available at http://sources.redhat.com/gnats/. A beta is expected 
in the near future.
