The reason for this is that no official release of Gnatsweb 4.0 has been made yet. It is still in beta, and I didn't upload it to the FTP site since I want to delay the inevitable confusion when people don't read the README files thoroughly enough and start trying to use Gnatsweb 4 with GNATS 3. It'll be on ftp.gnu.org when the release comes.
