The values for the e-Mail, Orginator and Submitter-Id -fields are correctly
stored in the cookie when submitting a PR, but only the e-mail-field will be
set when visiting the create-page for the next time.

Add a section that fills in this values to gnatsweb.pl[sub sendpr]. (Sorry,
would have done this on my own, but I'm not familiar with perl)
