No download file for 4.0

I know that this is not a proper PR to be handled, but the web interface at 
http://bugs.gnu.org/ is not working at all (just get back a blank page).

For over a month now, the GNATS web page has stated that 4.0 has been fully 
released and available. Everytime an attempt is made to download the 4.0 
version, the tar.gz file is not found. Instead there is the 
gnats-4.0.tar.gz.back-RSN.README file in the same directory indicating that 
the 4.0 release will be available "real soon".

Would appreciate it if the 4.0 version could be made available. I have 
tried both the beta1 and beta2 code, but both leave a database lock file 
when a PR is created from the gnatsweb.pl script. Just hoping that the full 
4.0 release actaully fixes this.
