I think it's critical that there be a excellent classification system in
place, so that as articles are submitted ... they are placed into the
context of some information schema.
I worked at Lightspan on a system called "Learning Search" that classified
web pages on the basis of the Dewey Decimal System and the "State Curriculum
Standards" etc...
If we have a decent design ... and provide the authors with a good interface
for classifying their articles ... we can avoid the search issues that
plague the Internet.

P.S. In 1999 I was actually trying to get a company funded to create a
'eBay of Education' where educators would submit articles and activities
(more on that) and get reimbursed for usage ...
