[Bug-gnupedia] Server setup & moderators/submission

Just some ideas I cooked up with some mates a short
while ago regarding the basic server setup (the
diagram  & info will be improved, my m8 has a better
version done), the submission process (including a
very open version of moderation that tries to weed out
trolls and adverts whilst letting in anything
informative), and a simple starter on the layout +
searching on the site.

Any comments? Excuse typos in it, like "You chose
for..." :)

Oh and I think its now a good time for people to kind
of decide as to whether they want to be in
Gnupedia/Alexandria or Nupedia, and move ideas and
commentary to the approapriate mailing lists.
