We can always make conversion programs, which is (I suspect) what
David meant. Submitting in plain text and passing it to a Python
script to massage into XML/TEI shouldn't be too much work.

I disagree with requiring digital signatures as well; of the many
people I talk with via email almost none have heard of public key
cryptography.

Yes, getting the things working which will enable submissions to begin
should be highest priority although undo haste shouldn't make the
tools to do so sub-standard. Getting excited about making a submission
and then finding horrible tools for doing so will mean many people not
contributing and (more importantly) not telling their friends about
the interesting free knowledge repository they just contributed to.
