I don't understand your question, and I don't understand any relevance to

If you live in Germany, then the reasons have to do with German law that I
don't
know much about.
If you live elsewhere, then one reason might be the copyright status of the
book.
It is still under copyright, as I understand it.
Are you saying that you are opposed to copyrights in general? If so,
that's fine
with me, but it has nothing to do with GNE, which is *not* a scheme to
enable people
to steal. GNE is to be, as I understand it, a repository for free texts,
free in the
GNU sense of "released voluntarily by the author under a free license".
So, as I say, I don't understand what point you think you're making.
