Until now, asking for a feature was the recommended way of action.

Of course, publishing on gnu.emacs.help could also help others, but in 
general, gnu.emacs.help is for asking questions about Emacs usage.

If your customizations are more like a package, then you could post to 
gnu.emacs.sources.
