docstrings for variables which are make-variable-buffer-local'ed

Many variables which are buffer local (and are made such immediatley
after defining) have some sort of indication in their docstring as to
that status. 
for defun-prompt-regexp that is not true. The automatic generation of
the documentation does not pick this up on a describe-variable and
there is no easy user indication of this.

Should variables which are at that default setting have additional
information generated on the fly to say that they will become buffer
( frame, terminal, ...) local if set?
