This issue comes up regularly, and I think the Emacs Lisp manual is
quite clear about it. Please let us know if you think otherwise.

The Lisp manual doesn't use the term in that context; see node `What
is a Function'. (`or' is documented as a special form.) However,
Emacs Lisp obviously has plenty of syntax.
