However, I cannot reproduce this on my machine.  Please try 
sort-paragraphs with an arbitrary text file and in a clean
"emacs -q" session.  If the problem doesn't happen there, we will need 
your exact setup, including .emacs and site-init.el, and the file where 
you noiced the problem.
