Emacs question

Hi,

Can someone give me the URL to the web site that describes the C 
language collection of files that implement EMACS key bindings. With 
this package of files (source files, include files, makefiles, etc.) 
it is possible to write utilities/tools whose input can be 
edited/recalled using EMACS commands. I understand that these files 
are in a tar file that can be accessed via ftp. Any information on 
this would be appreciated. Thank you.
