Slow Cursor Movement

In GNU Emacs 20.6.2 (i686-pc-linux-gnu, X toolkit)
 of Tue Apr  4 2000 on vienna.phx.ext-visualizeinc.com
configured using `configure  --with-kerberos --with-hesoid 
--prefix=/usr/local/emacs --with-x-toolkit=yes'

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I load a file with 4000 lines.  It is fontified and parsed.  After that, just 
moving the cursor around causes 5 - 15 second delays per key stroke.  It 
doesn't seem to happen near the top of the file, only after getting into the 
file about a 100 lines.
