Yes, it will. At least in Emacs; don't know about XEmacs.

??? Do you really mean that someone compiles a .el file with Emacs 20
and expects the resultant .elc file to work with Emacs 19? That's
unwise, to say the least: the incompatibilities in the byte compiler
are a much more serious obstacle here than the non-ASCII text issue.
