scroll-conservatively: as Morris the cat would say: major disappointment

I did (setq scroll-conservatively 1). Everything was going fine until
I had a buffer with one long wrapped line amongst many regular lines.
Then the screen jumped just like back in the default mode.

Also the describe-variable scroll-conservatively output lacks a button
to visit the source code.
