a keybinding suggestion for the minibuffer keymap

While running the minibuffer in an X-window Emacs, one can easily
use the arrow keys to select prior commands from the history:

 <up> runs the command previous-history-element

In `emacs -nw' we are forced to use `ESC p' instead:

 ESC [ A runs the command previous-line
 ESC p runs the command previous-history-element

It would be nice to get consistent behaviour in `emacs -nw'.
