incomplete manual section on ange-ftp

The Emacs manual contains a "Remote Files" section which describes the
syntax for invoking ange-ftp. This page does not contain any
information about the various customizations which may be necessary to
use ange-ftp; one question in particular which comes up regularly on
the emacs newsgroups concerns the configuration of a smart gateway.

I suggest adding the information in the Commentary section of ange-ftp
to the manual (or even just mentioning the use of 'finder-commentary').
