I just looked in the gnu/windows/emacs/20.7 directory on the GNU FTP
site, and there's a nice and large README file there with very
detailed instructions.  The instructions include pointers to programs
on the same FTP site that should be used to unpack the distribution,
explanation about what packages to download for the specific needs of
the user, commands to be typed to unpack and install the files, and
whatsnot.

If something is missing in those instructions, or if we could somehow
make the README file more prominent, please tell.
