cursor color doesn't sync with 'foreground-color'/'background-color'

In GNU Emacs 20.7.2 (sparc-sun-solaris2.8, Motif)
 of Sat Dec 30 2000 on force.soum.co.jp
configured using `configure  --with-gcc --with-x --with-x-toolkit=motif 
--with-pop'

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I set 'default-frame-alist' to have

  (foreground-color . "white")
  (background-color . "black")

and see Emacs starting with cursor color black. I expect that cursor
color is set white. I have no idea if this should be called bug or
not.
