hexl-mode and scroll-down

This bug report will be sent to the Free Software Foundation,
 not to your local site managers!!
Please write in English, because the Emacs maintainers do not have
translators to read other languages for them.

In GNU Emacs 20.7.1 (i386-mandrake-linux-gnu, X toolkit)
 of Mon Oct  2 2000 on debris.mandrakesoft.com
configured using `configure  --prefix=/usr --libexecdir=/usr/lib 
--sharedstatedir=/var --with-gcc --with-pop --mandir=/usr/share/man 
--infodir=/usr/share/info --with-x-toolkit i386-mandrake-linux'

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:


Load a binary file and enter hexl-mode is you then scroll-dwon a few
times, then do next-line and then try returning to the top of the file
you get a message 'Out of hexl-region' before you've reached the top
of the file and you have to get to the beginning va up-arrow.

As its sometimes difficult to tell if you're at the start of the file
(esp when its binary!) this can be rather misleading
