For C-x C-o [delete-blank-lines], I also propose that in addition to

On blank line, delete all surrounding blank lines, leaving just one.
On isolated blank line, delete that one.
On nonblank line, delete any immediately following blank lines.

one might add the functionality: If only the previous line is blank,
but not the current nor next line, then operate on the previous
line[s] too.
