C-s C-s maybe say "No previous search string" if none

Start a fresh emacs and do C-s C-s or C-r C-r.  Should emacs say "No
previous search string" instead of doing seemingly nothing special?
Or maybe say "Empty search string" for the more general case...

Adding this verboseness would be in the style of M-y saying "Previous
command was not a yank" instead of doing nothing.
