I tend to prefer the opposite behavior (I've hacked my Emacs to only
list completions if I type TAB a second time), but I agree that it should
be possible to customize Emacs to behave either way.

Huh?  If I try it in my `emacs -q', only two TABs are necessary.
Could you describe what happens at each of the three TAB steps in
your case ?

It is the proper forum.

The file etc/TODO (might be under something like
/usr/share/emacs/20.7/etc/TODO) is the official TODO list.  But most
Emacs hackers have their own TODO list (which probably grows without
bounds).
My own TODO list includes a serious revamp of completion, but I doubt
I'll get a chance to hack on it.
