RMAIL does not load new mail (2)

In GNU Emacs 20.7.1 (mips-sgi-irix6.5, X toolkit)
 of Tue Aug 22 2000 on lutece.cs.ubc.ca
configured using `configure  --prefix=/cs/local/generic/lib/pkg/emacs-20.7 
--exec-prefix=/cs/local/lib/pkg/emacs-20.7 --with-gcc'

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Just to follow up -- I poked into rmail.el and have this to report:
  rmail-primary-inbox-list's value is 
  nil

  Documentation:
  *List of files which are inboxes for user's primary mail file `~/RMAIL'.
  `nil' means the default, which is ("/usr/spool/mail/$USER")
  (the name varies depending on the operating system,
  and the value of the environment variable MAIL overrides it).

  You can customize this variable.

$MAIL is /usr/mail/harrison

If I do c-u g in RMAIL and specify the file /usr/mail/harrison the
mail is loaded.
