repeat-complex-command doesn't allow search-backwards

I hit C-x ESC ESC [repeat-complex-command] which allows one to "use
the minibuffer history commands M-n and M-p to get different commands
to edit and resubmit", but why can't one use C-r to search backwards,
like bash?

ESC x c a l e n RET ESC x y o w RET C-x ESC ESC C-r
c a C-g C-g

I don't know what it was searching when it failed, but it wasn't the
previous commands list.
