Well yeah, but the feeling isn't the same.
previous-matching-history-element is not incremental in nature :-(
P.S. C-h k C-x ESC ESC should give pointers to the full list of
minibuffer editing commands.  C-h k M-x is in worse need of pointers also.

Currently C-r searches backwards thru the current line of M-x or C-x
ESC ESC input.  Why not allow it to 'break thru' to search previous
lines instead of just getting stuck?  Certainly everybody's mental
image of the history list is a series of lines that C-r should be able
to search back thru.  OK, so maybe, rarely these "lines" have a ^J in
them.  Well then for connoisseurs (setq minibuffer-isearch-backwards
'bump-into-walls), for the average user, C-r should be as in bash.
