Hello,
i have Emacs 20.4 on Silicon Graphics Origin and Emacs 20.7 on  Windows NT with
german language environment . On both i have the same problem.
When i open an existing file, insert the 4 byte escape sequence "^[(0N" (HP
Laserjet sequence) in the file and save it, there where additional characters
also inserted.
When i open this modified file, all characters behind the escape sequenz where
display  as '?'.

The ^[ in the above sequense is generated by  "quoted-insert 033"
