``Use the source, Luke!''. The window popped by rot13 arranges for a
special display _in that window_, for any buffer. This is explained in
rot13.el: it simply shows off a powerful feature of the Emacs display
engine, whereby any character can be displayed as any other character.

Nothing bad would have happened: the characters in the buffer are left
intact, it's just the display that is scrambled. In other words, if you
save the messed-up buffer, or send it to Clinton, you won't see any
traces of rot13 on disk or in the mail queue.
