This is not really a bug in emacs as much as in HP-UX, but I'd
like to suggest adding a note in etc/MACHINES about HP-UX 11.x:
In order to make non-US keyboards with AltGr or similar key
work with HP-UX 11.x, build with
CFLAGS=-DX_I18N_INHIBITED ./configure ...
(Tested with HP-UX 11.0 and 11.11.)
