Why?  What's wrong with that?

Emacs is case-sensitive about file names, because most filesystems it
supports are.  Even on Windows, whose filesystems are case-insensitive,
Emacs still is case-sensitive, for consistency's sake.

In this case, case-insensitive extensions are probably something
specific to your system misconfiguration (how did you get those *.JPG
files?).  So I see nothing wrong in this special case being handled by
user-level customizations.
