I got the file ftp://ftpsv.cwb.gov.tw/pub/forecast/index.txt.
Amazing. I can see it [big5 chars] fine with M-x shell $ cat file.
However, if I visit it with C-x C-f I get a mess on the screen. If I
try to set the coding system to big5, it says there are iso-latin-1
chars in the text and won't let me choose big5. I conclude there
would be no way to be able to read the file at all with C-x C-f.
Emacs sees two or three "\246" characters in shell-mode... but when
one goes to delete them, the previous Chinese character is eaten along
with it.
Try this:
M-x shell
$ cat forecast/index.txt
C-x C-w some_name [looking great]
C-x C-v some_name [unreadable mess]
