Emacs 20.7 on Windows98

Hi,

I am facing problems using Emacs 20.7 on a Pentium III machine running Windows
2000 Professional. I use VM 6.94.

 - I cannot send mail using VM. The mail shows up as though sent, but 
   no mail is actually sent.

 - I cannot spawn a shell. I get an error message "Spawning child process:
invalid argument"

I am using Emacs on a Windoze machine for the first time. I have used
it only on UNIX machines.

Any ideas what I might be doing wrong? If anybody has been using EMACS and VM
on Windows, please send accross your setup.
