Contributing to MULE/LEIM

Hi,

I'm bulgarian and i configured my Emacs to conform to the Bulgarian
standards: windows-1251 encoding (spported) and Bulgarian Country Standard
keyboard layout (this input method i had to write myself).  I would like to
contribute all this as a standard part of Emacs.  How to do that?  Many
dates in LEIM are since 1999 and i don't know where to send patches for this
new language environment.
