Opening directories with accentuated-name on NT4 File system

Please write in English, because the Emacs maintainers do not have
translators to read other languages for them.

In GNU Emacs 20.7.1 (i386-*-nt4.0.1381)
 of Tue Jun 13 2000 on buffy
configured using `configure NT'

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I use Emacs 20.7 on Windows NT 4 (binary distributed)
When I wanted to open a directory with an accentuated-name (like
"c:\public\Service étude"), I have an error.

If I attempt to open it in dired-mode, the message is :
File no longer exists ; type 'g' to update Dired buffer

If I attempt to open it by C-x C-f, a new file is created with the same name
of the wanted dir (but the name appear different in the Windows File
Manager, begining with a '').

(Disclaimers : Usually, I use Emacs on several Unix systems)
