I wasn't planning to post much more, but I don't accept your criticism.
The "free-manuals" policy is an important ingredient of gnu.emacs.help,
and Richard is the author of it.   Since Richard doesn't read
gnu-misc-discuss, it's pointless to discuss it there.   One more point:

The question arises of whether SICP could be discussed on a guile
newsgroup.  Possibly SICP could be considered a proprietary book which was
a Guile manual, and therefore forbidden.

I say no, that SICP can be discussed on guile newsgroups.  The reason is
that SICP describes a stripped down version of  Scheme, and Guile is full
of bells & whistles.  So, one needs to learn the stripped down Scheme to
understand Guile, possibly, but a Guile manual is one that discusses the
Guile features that are added on to the top of bare R5RS Scheme.

There, I'm done, unless Richard responds, no need to re-flame.
