Possible cwd bug in emacs 20 and emacs21.

This bug was just reported against emacs 20, and while emacs 21
doesn't seem to have the same response, it still doesn't open the
file.  It tries to make an ftp access instead:

  $ pwd
  /C:

  $ /home/debian/devel/emacs21/emacs-21.0.103/src/emacs Foo
  ----:---F1
  FTP Error: OPEN request failed: ftp: C: Unknown host
