I think it was pretty clear from the discussion that the behavior of
`setenv' will not be changed.

I see no particular harm that can come from adding something like a
`synchronize-process-environment' function (your proposal 4.b), as long
as the documentation makes it clear that it's for working around
specific bugs, not for general use, but it can probably wait until after
21.1 is released.
