I just tried this in Emacs 21, and the problem doesn't exist there:
taht is, yanking text which includes a null character in the same
session where I kill that text does paste the entire killed text,
including characters beyond the null character.  The clipboard does
truncate the text at the first null, so other applications will not
see the text beyond that; this is a misfeature of the Windows
clipboard.
