Such a limitation would be too severe, I think, to the degree that it
would render the shortcut support almost useless.  Imagine that
someone told you that you can only have symlinks whose names end in
`.lnk'--would you be happy?  If we require that, it means that files
like `.emacs', `emacs.exe', `DOC', and `make.info' can never be
shortcuts/symlinks.
