I disagree that shortcuts should be limited to this. If a user has a
shortcut to a .txt file, the thing they are most likely to want to do
from Emacs is edit that file from Emacs. Being able to automatically
run Notepad or MS Word when a user tries to execute a shortcut to a
text file is a far less important thing for Emacs to do IMHO.

It doesn't. I get "Bad command or file name" when I try to execute a
.lnk file directly. To do ANYTHING useful with shortcuts in Windows,
you need to explicitly write code to support them.

The only programs I have ever encountered that support shortcuts are
explore.exe, iexplore.exe, outlook.exe and start.exe.
