Most windows apps will not run a program in this way. e.g. the open
clicking on shortcut in the open-file dialog of Microsoft Word will in
most cases just open the file - even .exe's and such. The only
differences are shortcuts to a directory (just moves to that directory
in the open-file dialog) and URLs (get's downloaded to a temporary
location and then opened I think).

So, a shortcut to a directory isn't handled properly at all.
(if I have a shortcut c:\home.lnk which points to a directory
d:\user\home, I cannot just enter  c:\home\foo.doc  to get that
file. I have to explicitly open home.lnk to resolve it and be
`transported' to d:\user\home).
