Outside of the entire emacs window, right before your wm (if any) adds its
own borders.  Try clicking on the menubar, then it should blink as well
(the border is usually black but when blinking it also contains white dots).

I don't have any Motif customizations as far as I know, but maybe that
could be it.

(I'm on a 800x600 display, so 1 pixel borders around windows results in
loss of more than .5 % of the screen estate.  Quite noticable.)
